How do you make a Translation Patch for a foreign game?

well, I use a software called Resource hacker http://angusj.com/resourcehacker/ it let you edit .exe and other resources files
Of course, you will need to know the language of the game, then you can manually translate the game into English. ya, it's a lot of hard work.
Some parts of the game are probably in txt files and image files for txt files, you can just use notepad for image files, you can use photoshop or other powerful image editing tools to remake graphics.
